If your company needs to hire staff who do not reside in Andorra, you can now submit applications under the new Andorra general immigration quota. Decree 388/2026, published in the BOPA on October 8, 2026, establishes how many authorizations can be granted, the requirements the company and the worker must meet, and the application deadline. We explain it practically.
The Regulation sets a global quota of 900 authorizations:
Authorizations already granted under Decree 231/2026 are deducted from this total. If one of the two types is exhausted but there are still spots left in the overall total, the authorization can still be granted.
The period runs from the entry into force of the Decree, October 8, 2026, until April 30, 2027. If demand justifies it, the Government may expand the total by up to 30%, and may also close and reopen certain occupations.
⚠️ Attention: Occupations in main subgroups 40 to 44 of the National Classification of Occupations (CNO) are excluded, and primary subgroups 3545001 to 3545010 have a specific quota.
Each company can obtain a maximum of 10% of the average number of employees registered with the CASS between November 1, 2025, and April 30, 2026, rounded up to the nearest whole number. For example, a company with an average of 12 employees can request 2.
If the company has exhausted its limit but there are spots left in the overall quota, it can request a specific extension. It must justify it and have no outstanding debts for non-compliance with immigration regulations.
Other points to consider:
Before requesting the authorization, the company must prove that it has not found the profile in the domestic labor market:
This requirement does not apply when hiring a national of a state with which Andorra has signed and ratified an immigration agreement.
The worker must earn at least the salary set by the Immigration Salary Classification (CSI) for their occupation, based on a 40-hour workweek. Some examples:
| Occupation | Minimum monthly salary |
|---|---|
| Waiters and bartenders | 1,609 € |
| Cooks | 1,754 € |
| Construction laborers | 1,747 € |
| Administrative management support | 1,938 € |
| Directors and managers | 2,708 € |
For part-time work, the equivalent hourly wage must be respected, and the monthly amount can never be lower than the current minimum interprofessional wage.
They must provide an official qualification related to the position or a minimum of 365 days worked and contributed in that occupation. If they cannot prove this, the Employment Service evaluates the profile:
The Employment Service’s report is binding.
They must prove high specialization with a higher education degree (minimum two years or 120 ECTS credits) strictly related to the position, or six years of experience in the same activity. Documents must be legalized or apostilled. They also need visas to enter and travel through France or Spain.
The new Andorra general immigration quota is an opportunity to fill positions that the local market cannot, but spots are limited and requirements are strict. A well-prepared file from the beginning is the best guarantee to avoid losing time or the spot.
