General Immigration Quota 2026-2027 in Andorra

By Agora Consultors

If your company needs to hire staff who do not reside in Andorra, you can now submit applications under the new Andorra general immigration quota. Decree 388/2026, published in the BOPA on October 8, 2026, establishes how many authorizations can be granted, the requirements the company and the worker must meet, and the application deadline. We explain it practically.

Details of the Andorra general immigration quota: how many authorizations are there

The Regulation sets a global quota of 900 authorizations:

  • 702 residence and work authorizations.
  • 198 border work authorizations.

Authorizations already granted under Decree 231/2026 are deducted from this total. If one of the two types is exhausted but there are still spots left in the overall total, the authorization can still be granted.

The period runs from the entry into force of the Decree, October 8, 2026, until April 30, 2027. If demand justifies it, the Government may expand the total by up to 30%, and may also close and reopen certain occupations.

⚠️ Attention: Occupations in main subgroups 40 to 44 of the National Classification of Occupations (CNO) are excluded, and primary subgroups 3545001 to 3545010 have a specific quota.

How many authorizations can your company request

Each company can obtain a maximum of 10% of the average number of employees registered with the CASS between November 1, 2025, and April 30, 2026, rounded up to the nearest whole number. For example, a company with an average of 12 employees can request 2.

If the company has exhausted its limit but there are spots left in the overall quota, it can request a specific extension. It must justify it and have no outstanding debts for non-compliance with immigration regulations.

Other points to consider:

  • The occupation must correspond to an activity registered in the Register of Commerce that the company effectively carries out.
  • Newly created companies must provide their opening authorization and justify the positions to be filled.
  • Temporary employment agencies can only hire for their own management and administrative positions.

The preliminary step: the Employment Service (Servei d’Ocupació)

Before requesting the authorization, the company must prove that it has not found the profile in the domestic labor market:

  • The job offer must be registered with the Employment Service, with the same occupation, salary, and conditions as the application.
  • Candidates proposed by the Service must be interviewed in person, and the reasons for any rejection must be justified.

This requirement does not apply when hiring a national of a state with which Andorra has signed and ratified an immigration agreement.

Minimum salary according to occupation

The worker must earn at least the salary set by the Immigration Salary Classification (CSI) for their occupation, based on a 40-hour workweek. Some examples:

OccupationMinimum monthly salary
Waiters and bartenders1,609 €
Cooks1,754 €
Construction laborers1,747 €
Administrative management support1,938 €
Directors and managers2,708 €

For part-time work, the equivalent hourly wage must be respected, and the monthly amount can never be lower than the current minimum interprofessional wage.

Worker’s training and experience

EU or EEA nationals without an agreement with Andorra

They must provide an official qualification related to the position or a minimum of 365 days worked and contributed in that occupation. If they cannot prove this, the Employment Service evaluates the profile:

  • Companies with fewer than 20 employees: suitability interview with the worker.
  • Companies with 20 or more employees: report by a human resources professional.

The Employment Service’s report is binding.

Nationals of other countries

They must prove high specialization with a higher education degree (minimum two years or 120 ECTS credits) strictly related to the position, or six years of experience in the same activity. Documents must be legalized or apostilled. They also need visas to enter and travel through France or Spain.

After the grant: renewals

  • The same conditions that justified the authorization must be maintained.
  • The holder must prove an A1 level of Catalan at the first renewal and A2 at the second.
  • The worker can work a maximum of 52 hours per week in total, of which only 12 can be in another occupation or sector.
