Passive Residence in Andorra: Real Requirements and Costs in 2026

If you are looking for information about passive residence in Andorra, the figures you have read are likely outdated. Law 2/2026, in force since February 13, 2026, completely changed the economic regime of this modality. The most significant change is that the contribution to the Andorran Financial Authority (AFA) is no longer a refundable deposit and has become a definitive, non-refundable payment.

What is passive residence and what are the requirements?

Its official name is residence authorization without lucrative activity. It is a permit that authorizes you to reside in Andorra without working, designed for people living on private income, pensioners, and investors. It requires a physical presence of only 90 days per calendar year and meeting the following requirements:

  • Financial resources: Demonstrate annual income exceeding 300% of the annual minimum wage, plus an additional 100% for each dependent.
  • Medical coverage: Health, disability, and old-age insurance valid in Andorra for the entire duration of the permit (minors and those over 60 only need health coverage).
  • Housing: Own or rent a habitable property, or have initiated the purchase process (to be concluded within one year).
  • Residence commitment: Establish principal and effective residence in Andorra (minimum 90 days/year).
  • Legal capacity: Be of legal age and not legally incapacitated.

How much does passive residency actually cost in 2026?

The real cost, based on current regulations (Laws 9/2012 and 2/2026), is divided into three fundamental blocks:

  • Investment in Andorran assets: General minimum investment of €1,000,000. Through the Housing Fund (Fons d’Habitatge), this is reduced to €400,000. For real estate purchases, an amount greater than €800,000 must be allocated per unit.
  • AFA Contribution (Non-refundable): €50,000 for the main applicant and €12,000 per dependent. These amounts are paid definitively and are not refundable.
  • Immigration fees: €3,000 for the initial authorization (plus €1,000 per dependent) and €500 upon renewal.

Taxation, contributions, and renewal periods

Fulfilling the minimum 90 days maintains your immigration status, but does not automatically make you an Andorran tax resident (this requires residing more than 183 days or having your core economic interests there). Furthermore, passive residents are not required to contribute to the CASS (Social Security).

The initial authorization lasts for 2 years, the first renewal 2 years, subsequent ones 3 years, and from the seventh year onwards, they are granted for 10 years. Nationals of Spain, France, and Portugal reach the 10-year permit after 5 years of ownership.
